ADS General Information

The Main Objectives of the ADS Program are:

*To assist Indonesian public and private institutions meet identified institutional objectives and training needs through the provision of postgraduate education to selected staff;

*To assist individuals to increase their capacity to contribute to Indonesian institutions and professions by the provision of postgraduate study opportunities in Australia;

*To assist alumni of the ADS scheme to maintain and update their academic and professional skills;
*To promote Indonesia and Australia's equity in development policies;

*To deliver training that complements the human resource development goals outlined in AusAID's Indonesian Country Program Strategy; and

*To select high quality candidates with the ability to succeed at tertiary study in Australia, with minimal extensions and with the abiliity contribute to Indonesia's development.

Australian Development Scholarships

Scholarships have played a significant role in Australia's development cooperation program in Indonesia, with around 11,000 scholarships provided over more than 50 years. ADS continues to be a major component of the program with up to 300 scholarships offered in 2009.
The off-shore component of the ADS Program is managed by IDP through an IDP established ADS Project Office in Jakarta to ensure efficient end effective administration of the ADS scheme in Indonesia.

Each year, the Australian Government sponsors people from a number of developing countries to study in Australia through Australian Development Scholarships (ADS). The Australian Development Scholarship program in Indonesia aims to promote private and public sector human resource development in areas of agreed development priority.

This is achieved by providing post-graduate scholarships for Indonesians to study in Australia and by working in close cooperation with the Indonesian Government to deliver a program which is flexible to Indonesia's human resource development needs.

Consistent with the principles of AusAID's education and training policy (August 1996), the ADS program is implemented to ensure : quality (of project personnel, fellows and procedures); transparency (of selection); equity and merit (in the awarding of fellowships); access (of beneficiaries to scholarship documentation and information); and consistency (in award administration).

ADS Pre-Departure Processes

Australian Development Scholarships (ADS) provide opportunities for Indonesians to study in Australia at POSTGRADUATE level. Three hundred scholarships are expected to be awarded in 2009 for commencement in 2009/2010. Candidates must undertake study in one of the four areas of development priority. In Indonesia, the Australian Development Scholarship program is offered in three categories: "Public" , "Open" and "Targeted" .

Public applicants are employees from Government departments, state universities and state-owned enterprises - including non-PNS employees. These applications must be approved by the training or foreign cooperation bureaus (BKLN) within their local or central agencies before being submitted.

Open applicants are individuals from private institutions (including private educational institutions) who may independently apply for a scholarship in this category. There may be some specific selection and eligibility criteria. No prior government approval is required for those applying in the Open category.

Public servants cannot apply in the Open category. Scholarships are for full-time study for a Masters or Doctorate degree from Australian tertiary institutions. The scholarship provides up to nine months full-time language and academic preparation in Indonesia. Students must achieve satisfactory results in this training to be able to continue their scholarships.Applications from women and candidates in provinces within the geographic focus of AusAID’s Country Strategy are encouraged.

Targeted applicants are employed by agencies associated with AusAID projects or AusAID related activities, including government organizations, state owned enterprises, non-government organizations (NGOs), civil society organizations (CSOs) and key state and private higher education institutions which service the training needs of these organizations. Suitable applicants will be identified through the assistance of a Human Resource Development (HRD) Consultant working with these target agencies . Their nomination must be facilitated through the Australian Team Leader (ATL) or the relevant representative of an AusAID activity. Up to 50% of all awards will be assigned to this category.

The European Master`s Program in Computational Logic

Within this program you have the choice to study at two of the five European universities. You will graduate with a MSc in Computer Science from each of the two universities you have selected. We would like to draw your attention to the ERASMUS-MUNDUS scholarship program. The ERASMUS-MUNDUS consortium offers 2-year scholarships of 42.000 EUR for non-EU students in our European Master Program in Computational Logic. EU-students may apply for a three-month scholarship of 3100 EUR for doing their project at NICTA in Australia.

UPEACE Costa Rica Campus Scholarship

Headquartered in Costa Rica, the United Nations-mandated University for Peace (UPEACE) was established in 1980 as a Treaty Organization by the UN General Assembly. As determined in the Charter of the University and endorsed by the UPEACE Council, the mission of the University for Peace is: “to provide humanity with an international institution of higher education for peace with the aim of promoting among all human beings the spirit of understanding, tolerance and peaceful coexistence, to stimulate cooperation among peoples and to help lessen obstacles and threats to world peace and progress, in keeping with the noble aspirations proclaimed in the Charter of the United Nations.”

A scholarship application should accompany, or follow, a University Graduate Entry Application.
A scholarship application will not be considered unless and until the applicant has received an offer from Imperial College London to undertake an eligible programme of postgraduate study by 31st March 2009 (an application for academic admission must have been made by 31st January 2009).

Applicants must personally complete this form by entering the information requested in the appropriate blocks.

A fully-completed scholarship application form must reach the University by 1 March 2009.

It is the intention that the scholarships be widely geographically distributed. In each year a large number of countries will be represented. Scholarships will be awarded to those academically qualified applicants thought best able to contribute to the development of their home country by becoming leaders, decision-makers or opinion-formers. Preference will be given to those who have not yet had the opportunity to study in the UK and NL.


Each scholarship will cover tuition, accommodation, maintenance cost and a return airfare for the scholarship holder only.

Recently, an interdisciplinary research project was approved by the UNESCO-IHE Partnership Research Fund (UPaRF). This project will form part of the broader successor programme of SSI, in which the following institutes collaborate: UNESCO-IHE Institute for Water Education (Delft, The Netherlands), University of Dar Es Salaam, University of KwaZulu Natal, Delft University of Technology, the International Water Management Institute, Sokoine University of Agriculture and the Stockholm Resilience Centre.

Within the current project a PhD positions is available, linked to the themes described below. If successful, the PhD degree will be awarded by Delft University of Technology, the Netherlands. Project description
The project focuses on the semi-arid areas of sub-Saharan Africa, where 95% of the total agricultural land is used for rainfed agriculture, water availability is scarce and highly variable, and average yields often remain below 1 ton per ha. The resilience of the farming systems is low as well, due the large (and increasing) variability of the hydro-climatic conditions and a limited capacity to adapt. As a result,crop failure is the norm. Water availability is a key entry point to improve crop productivity in these regions (Falkenmark and Rockstrom, 2004). The research and outreach programme of Smallholder systems innovations in integrated watershed management (SSI-1, 2004-200 thus focused on the identification and application of innovative agricultural water management practices that offer opportunities to increase both food security and safeguard environmental integrity. The impact of these innovations on food production and ecosystems has been studied at field and watershed scale at sites in the Thukela river basin in South Africa and the Pangani river basin in Tanzania. There is a growing awareness that a real transformation of the countryside will only be possible if innovative soil and water technologies and land and water management practices are adopted, and locally adapted, at a large scale and in combination with increased fertilizer use (see e.g. Rijsberman, 2004; Polak, 2005; Rockstrom et al., 2007). Only then will rural areas be able to transform from their current position of marginalization and poverty to a motor of socio-economic development (Prahalad, 2004). Since the conditions under which such a transformation may occur, as well as the potential impacts at different scales, are still ill-understood, a new project will focus on the socio-economic and bio-physical conditions and impacts of upscaling these innovations. This new project (SSI-2, 2008-2012) will take note of some new drivers that influence the opportunities for agricultural innovation and rural socio-economic transformation: increasing food prices, increased access to information in the rural countryside, climate change impacts, and the limited access of farmers to energy sources in the face of an increasing global demand for biofuels (e.g., de Wit and Stankiewics,2006; Uhlenbrook, 2007). The two PhD research projects form part of the broader SSI-2 programme.

PhD Project 1: Water processes at different spatial scales
This research theme addresses the hydrological implications for up-scaling land and water system innovations. The objective is to gain better understanding of the interactions between processes linking local and larger scales. The analysis focuses on how the dominant hydrological processes may change at different spatial scales. The research builds on the understanding of the hydrological processes gained during SSI-1, with a stronger emphasis on groundwater- surface water interactions and potential implications of/for land management changes. It is hypothesised that surface-groundwater interactions are critical to the impacts of water system innovations, and that it impacts vary with scale and different physiographic characteristics. This hypothesis will be verified in the field and the results used for predictive modelling to determine impacts of up-scaled use of WSIs on water quantity and quality for downstream users under different scenarios. The surface-groundwater interactions (including wetlands) are also crucial for the hydrological variability and water resources availability at different scales and, consequently, for the provision of ecosystem services.

Research question:
What are the hydrological impacts of small scale farming activities, incl. water system innovations, across different scales? Particular attention will be paid to different types of rainwater harvesting, supplementary irrigation and full scale irrigation.

Methodology:
Understanding the hydrological impacts of small scale farming activities across different scales, requires the understanding of the hydrological processes at these scales. This research will take up the small scale hydrological understanding (project 3.1) and investigate the large scale (500-5,000-45, 000 km2) hydrological processes through the use of remote sensing data combined with field observations (incl. hydro-chemical and tracers studies). Of particular interest is the groundwater surface water interaction (incl. generation of wetlands) and the impact of this on the downstream water availability (PBWO, 2006). A process-based distributed hydrological model will be developed to investigate different scenarios of uptake and extent of the small scale farming activities.

This study will be supervised by Prof. Dr. Stefan Uhlenbrook, Dr. Jan Willem Foppen, Dr Shreedhar Maskey (UNESCO-IHE) , Dr. T.A. Kimaro (UDSM).

The following applies to the position:
- All topics will be carried out in a so-called sandwich construction with different phases at UNESCO-IHE in the Netherlands and field research in Tanzania (with regular contacts with Tanzanian and Dutch supervisors).
- PhD positions are funded with a fellowship for which NUFFIC regulations apply.
- Starting date: April 1, 2009 for 4 years.
- Qualifications: M.Sc. degree (average mark: 80% or above) in a discipline relevant to the topic, e.g. environmental engineering, socio-economics of the water sector, hydrology and water resources.
- The applicants must demonstrate a strong interest and experience in conducting interdisciplinary research.
- The applicant should be willing to co-operated with other researchers in the SSI-2 programme.
- The applicants should be willing to co-supervise MSc research projects.
- The applicants must be fluent in English.
- Preferred country of citizenship of the applicants is Tanzania.
- Age: 40 years and below.
- Work experience in relevant fields of studies is desirable.
